URLs can only hold a small set of characters. Everything else, like spaces, & or emoji, is written as % plus hex codes. A space becomes %20.
Query value escapes everything, including / ? & and =, so it is safe to drop inside a parameter. Full URL leaves those alone so the link still works.
HTML forms encode spaces as +. In query value mode, the decoder turns + back into spaces.
